cabinet. Mouriño and Lamb. Ebrard
Recent cabinet changes indicate the rise of Calderón's inner circle to key government positions. In the particular case of the three changes made today, all parties are considered potential presidential candidates, German Martinez Cazares, Juan Camilo Mourino and Ernesto Cordero.
In respect of changes, would highlight three points:
First, the government's technocratic profile is more pronounced than in any of previous regimes, including the Salinas and Zedillo. In the latter PRI administrations, professional training was in public school elite and expertise in private and mostly foreign, in the current basic education is invariably private schools. The arrival of the graduates of the ITAM, ITESM, Libre de Derecho, etc., It is common to the detriment of public school pictures. The exceptions are the holders of areas related to security and specialized positions such as SEMANART. List

Segundo. The PAN is the only political party that has been capable of generational renewal. (Green Party is a special case, it is not proper party, but a familiar franchise.)
Most figures both the PRD and the PRI, have an average of 20 years or more in politics, an extreme case of Munoz Ledo, the new coordinator of FAP, which is about 40 years in the first public levels. Another example, Cardenas Batel is only the renewal of a dynasty. A similar case is the State of Mexico Governor Enrique Peña Nieto, a relative of former Governor Alfredo del Mazo and thus form a new generation of politicians of that entity. By the way, Peña Nieto is a leading PRI cards for 2012.
In this sense, the only case of generational renewal and true rise of a new political class is the PAN which came to power with Calderon.
Third item. The designation of Mouriño is intended to have greater operational efficiencies and realize government policy approval of the pending reforms, especially the energy. The unprecedented in the appointment of Mouriño is the role of a Secretary of the Interior of power, and for a long time not had in the country and this character becomes the leading contender for the PAN in 2012 and a shift to harder positions government.
